What are Permits?
Permits are documents issued by the DMV's Registration Operations Division, and their purchase is required based on the specific operations of the motor carrier. These permits demonstrate that the carrier has registered with the DMV as required and that all legal requirements to operate commercial vehicles on California highways have been met.

DOT Number
The USDOT Number is a unique identifier for trucking companies and is necessary for commercial vehicles involved in transporting cargo or passengers. It’s used during safety audits, inspections, and compliance checks.
Process Agent (BOC-3)
A process agent is designated to accept legal service on behalf of your company. The FMCSA requires a process agent for each state where your vehicles operate, and this must be filed with the FMCSA.
IRS 2290 Heavy Highway Use Tax
This federal tax applies to vehicles over 55,000 pounds and is paid annually. It applies to vehicles that carry commercial goods or agricultural products over public highways.
Unified Carrier Registration (UCR)
The UCR program requires registration for businesses operating commercial vehicles in interstate or international commerce. Fees depend on fleet size.
New York Highway Use Tax (HUT)
Vehicles traveling through New York with a gross weight exceeding 26,001 pounds must obtain a HUT permit. Quarterly returns must also be filed.
Kentucky Permit
Commercial vehicles weighing more than 59,000 lbs traveling into Kentucky need to register with the state and file for a highway use tax account.
SCAC Code
The Standard Carrier Alpha Code is used to identify transportation companies in the industry. It’s required for carriers involved in intermodal interchange agreements.

International Registration Plan (IRP)
